Is a Monaco food tour worth it?: Go if you self-guide: Monaco has no real food-tour circuit, but the Condamine market counters and one good guided walk cover Monégasque food for a fraction of the Monte Carlo terrace prices most visitors pay.
Is walking the Monaco Grand Prix circuit worth it?: For F1 fans, absolutely: the whole 3.3 km lap is free public road for about 50 weeks a year, and walking Sainte Devote, Casino Square, the Fairmont hairpin and the tunnel is the closest most people get to the grid. For everyone else it is just a steep city walk with traffic, so the hairpin alone may suffice.
